Trump administration revising or scrapping over $83B in clean energy loans

The Trump administration is restructuring, revising or eliminating more than $83B in Biden-era loans and conditional commitments for clean energy projects.

"This action follows an exhaustive first-year review of the previous administration's $104B principal loan obligations, including approximately $85B rushed out the door in the final months after Election Day," the Department of Energy (DOE) announced.

The department's Office of Energy Dominance Financing [EDF] eliminated around $9.5B in government-subsidized wind and solar projects. It replaced those projects with natural gas and nuclear uprates, where possible.

The EDF—previously known as the Loan Programs Office—has completed or is in the process of de-obligating almost $30B of the $104B Biden-era loan obligations. It is in the process of revising another $53.6B.

The DOE said [https://www.energy.gov/articles/energy-department-reins-over-83-billion-biden-era-loans-and-conditional-commitments] the EDF currently has more than $289B in available loan authority, which makes it the largest energy lender in the world.

"In 2026, EDF will prioritize financing energy and manufacturing projects that meaningfully contribute to U.S. energy security, grid reliability, and lowering costs for all Americans," a statement [https://www.energy.gov/edf/articles/letter-leadership-edf-2025-year-review-and-looking-forward-2026] by the office read.
